The actual amount of ILV being distributed each two week epoch decreases by 3% every epoch. Technically the amount is multiplied by 0.97 but yes. Decreasing all the way until the last epoch ends on the end of June in 2024. After that there won’t be more ILV distributed as yield farming rewards.

No, lands can already be purchased. Illuvium Zero is already operational, and blueprints can be obtained by playing. However, currently, the game is not connected to the blockchain, so the obtained FUELs cannot be traded. To me it was a thank you to the land holders.
In regards to possibly selling them before the game goes live , I don't see them being popular as they are the base and not very rare. So the likelihood of large sales is slim.
I don't see the point in spending advertising or even team effort in it when it's really an in-house reward.

how does writing a proposal work? I want to write one for doing a 100:1 coin split of ILV tokens. Lets not pretend like this doesnt matter, it does and id bet the council would have the appetite for it. MKR is doing a 24,000:1 coin split, and this is normalizing it for the industry. MKR is a top bluechip project, not a memecoin. And they do this in tradfi all the time too, apple and amazon have done several stock splits. Lets get this done so that ILV can get the trading volume and attention it deserves.

Illuvium Zero will only really start existing when the whole thing goes live on open beta and we can actually mint all blueprints and produce fuel.

To get actually valuable data we should have daily data that shows the trend over time since release. There are so many ways to manipulate data to show what you want to show. Using this monthly data shows an uptrend when if we looked at the DAU we we would see a downtrend
