Yeah asking if there's a possibility that your Targets somehow had Relations established with them to consider you as an Enemy but that's a stretch

Either way you can set their relations to Neutral or Friendly with Debug if it's too much of an issue

only thing I can think of is there's a couple times I've beaned one in the head non lethally because they joined in on a firefight
once in army warehouses once in dark valley
never saw them again
so unless they've a-lifed over to dead city and held the grudge that whole time, I have no idea
I can't really defend myself either because if I shoot them too much the rest of the mercs in the base become hostile

I think I'm gonna have to do the debug
