As per the current hotfix/patch, you're unable to accept friend request aka QR Codes on Seems like any android devices. As an alternative way to do so for the android users you may use this Unusual way:

Let's say you're an Android Device User and you need to add someone who also use an Android Device

• You will need someone who DOESN'T use an Android Device
• Both you and the person who also uses android need to add the Non-Android User
• Both TP to non-android user
• Both then add each other via In-Game Currency [IGC]

For the meantime since the Android Issue is yet fixed, you'll be needing to use IGC as an alternative way to add fellow android users.
