Depends on what kind of democracy we are talking about.
The question is a bit loaded because in a pure democracy, majority rules which can lead to "the tyranny of the majority" as the voice of the smaller groups are silenced, not amplified.
But in general, at least most of the time the will of the majority will align with the will of the people and bring about the good for most people possible.
Which... leads to an interesting discussion about utilitarianism.

That's why at least in the U.S., the political system is laid out such that smaller states have a disproportionately higher representation to make sure that the smaller states don't get swallowed by CA or TX.
