more bus lines and taxi service coverage, trains and subways could help
general happines is the total happiness of the population, while lowest happiness is only about specific factors
your building might have, let's say, 90% of overall happiness, but if it's negativelly affected by transport for example, the lowest happiness will be marked at certain % and the reason inside the bracket
and if you solve the issue by providing the needed services, the overall happines increases

I figure the mining industry in the south-east will be moved farther in to the woods and recycle that process until there isn't any left.
In-place, will be more residential zones, sprinkled with commercial buildings. Along the coast, more harbors will make up for the lack of jobs in the immediate area.
The Underground Metro will be needed, soon, but that tunnel is frieght priority.

Trolly Buses are in working order.
If anyone had a question of how to make them work.. they WILL still pass over crosswalks without lines present, the Trolly lines are purely aesthetic.
HOWEVER.
You MUST build the special roads for it to understand the route.
If other cars may pass over the "bus only" roads, you have a conficting mod.
With an obvious language barrier, the translation makes this road confusing.
ALL cars may use this road.
It is the ONLY road that Trolley Buses recognize, though.
The other roads in the mod are painted to signify a "BUS ONLY" road. There is a difference, but slightly hard to decypher from the description other than color.
Language can be confusing
So, even if you make other roads and paint rails, it will NOT work at all.
If ANY of the spots inbetween are another road, or there is a route near-by, they will try to cross over the basic roads and martyr themselves in to the fray.(poof)
They do continue on the road without trolley wires, so it aint a big deal. I was intending to roll them underground anyway. Too bad I can't put a building underground.
