As a comparison:

Old system:
(armor/helmet ballistic res * 0.2 + br class amount * 1.3) + belt slot ballistic res + medical item ballistic res

so as an example 20% Ballistic Res x 0.2 + 39 x 1.3 = 55.9 damage reduction on non-pen hit

New system:
40% base BRC premitiation + belt slot BRC premitigation + belt slot ballistic res + medical item ballistic res

40% base reduction and whatever else you add on top of it, non-pen hits don't take the base suit ballistic res into consideration. New non-pens also ignore the ballistics cap, so you can get 95% reduction even if your ballistic res is capped at 65%

old system on paper sounds better, but its shortcoming was the lacking BR Class stat on armors which made basically all non-exos open to AP rounds
Reworked suit stats for BR Class and having a 40% baseline to build onto will make it easier to get damage reduction across the game while also having the ability to mix and match with ballistic res from artefacts and other

in both cases shots that penetrate your armor fall back on just armor/helmet ballistic res + belt slot item ballistic res + medical item ballistic res (also there's a chance for bleeding)

The loners exist less as a "faction" and more of a declaration of neutrality, it's just that certain people are hostile to those neutral individuals. The bandits on the other hand are a large gang, most of the bandits you see are either Sultan's guys or affiliated with Sultan's guys, and when everyone hates you, you can't really afford not to ally with the giant gang who is willing to work with you.

most of the game you will rely on ballistic resistance or rupture resistance based on what you are facing. there is also Miracle Machine which will have a section where you need Psy Resistance and then later mostly Rupture Res. It's recommended to keep a few armors of different types: Ballistic, Rupture, Psy Resistance. Also, Science Suits are very useful to keep around for whenever you need resistances to misc stuff. make sure to upgrade the Science Suit with the -5kg armor weight so that it's almost weightless
