Click play on the main menu screen, then click the second photo on the top row which looks like a white goose pointing and finally in the bottom right make sure you have it toggled to public and not private. You cannot switch game modes in public lobbies so if you're already in a non-draft public lobby and want to switch to draft or something else you need to create a new lobby altogether.
