As soon as it's ready! The gaggle team develop quickly, and we release patches fairly often. We don't often give out firm dates because it's either going to be a lie if we're wrong, or it'll be a rushed product that might sacrifice quality for speed. This could translate into releasing something without sufficient testing and creating lots of bugs for the game.

%cosmetic idea. since we’re focusing on victorian times can we please have a cosmetic devoted to paris green? the arsenic filled green filled pigment, possibly something death related, but an ode to the green is a necessity. radium was also a glow in the dark chemical complement that was widely used in the victorian age in things like make up and stuff which in turn had people’s faces and other body parts that were often in contact; so something devoted to radium radiation would also be fun.

Not to crush your dreams, but the kill stings are currently sorted by map theme. The only exception to those so far are map-specific ones where the kill is in a specific location.

I could see something with the Valentine's theme, though. Probably more along the lines of wielding a bow with heart-tipped arrows. The goose thinks it'll be like the cartoons and fall in love, but then they impale and several more follow, similar to the blowdart sting already in existance.
