Blickter already mentioned that it's not out yet. You can participate in the upcoming land sale. Once the auction ends the game releases in a off chain beta shortly after. You can playtest your strategy in building your city to produce fuel. After which it gets wiped and finally releases open beta together with the main game hopefully Q1. That's when you can finally produce fuel and sell to balancer pool for eth to be used in the main game.
