When you say exalteds I guess you are doing stage 0 runs hunting tier 0 illuvials. Finding the exalted stage 3s is gonna be rare.

Affinity encounter rates don’t really change much based on the stage of the travel. It’s the region that impacts it. This is an old post but it is still our best info on drop rates.
