Google scans every app before publishing them to the play store. This is why it takes awhile for Android to get updates. The bigger the update file, the longer it takes to process. There is no priority que also, meaning Sky beta has the same scanning priority as any other app that got submitted. This is why it can take up to an hour (rarely, but can be longer than an hour also) to see the update.
