It's in the forgotten ark area, which is in GW, and it's in a cave on the far right. I'd follow the cluster of players

When you fall into Golden Wasteland, go to the right and look for a dock and a boat. Ride the boat to Forgotten Ark. When you get to the ark, pass the crashed ship and turn right into a cave. You should see the spirit outside of it and you can follow it from there!

What I meant was even after collecting the wax from 4 candles, I couldn’t get the full seasonal candle. And even when I accessed the prairie there was no light. I honestly don't even care if there are quests in other areas personally, but it would have been clearer if it had said "on the shipwreck in golden wasteland." Usually it says what realm quests are in if different from the one the questgiver is standing near.
