Sigma generators start at ops 61 once you build the generators to generate said sigma. The only problem is that you will always be over the generated limit due to daily rewards over time.

as far as the rest, building level/Ops only matters for speed of getting the dust. Dust is a random chance every time you do your transogen refines. Higher Ops+Building level get more dust on a lucky roll.

You need help if you're a fresh 30 Ops. It's possible to solo at least one wave relatively easily if you have a very strong ship crew, preferably on a Vi'dar so you can kill less of the FKR and only need to repair one ship.
My setup is Bones/Kirk/Spock t4+, relatively meta belowdecks including WoK McCoy and WoK Carol.
I kill the two probes and then beeline to kill 6 of the Romulan Battleships. So long as you kill 8 hostiles the Station survives wave 1 with at least 1hp and that counts. If you struggle to kill 8 with a single ship a near maxed Franklin with an ok setup can kill the two swarm while your Vi'dar does its best

GS yeah but they ops locked it at t12, still good before that similar to vindi
GS and Relativity are a pretty good combo. Only issue with the Rela is the no Hazard resistance.

If you get it early enough, I think vindi's slow growth is mitigated enough to make it a strong piece of your fleet.
