you have to manually activate them, and only one week can be active at a time, so there's no danger of accidentally completing them - I do the first two tasks of every week, leave the 'high value target' one active (since I'm not going to accidentally activate the manhunt-specific bounty) and you're at no risk

yeah they're suppose to be on a roughly 10 minute timer, I've seen them spawn 2 groups at once or roughly 5 minutes apart tho so not sure how that works. You can also use lanterns to spawn them

doing world activities and control points and you'll usually see them, or atleast I have seen them while doing those. Can also run missions and try to run around a little after a mission, get them to spawn then run more missions

This behavior is working as intended. When you interact with a lantern, it can trigger a Kitsunebi squad encounter. Until that encounter has been completed, another lantern cannot be activated. Sometimes, if a lantern is used in a small or enclosed area, the squad may not appear right away because it needs space nearby to spawn. If this happens, move to a larger street or open area and the squad should appear so you can defeat it.

You may also notice Cherry Blossom petals in the area, which indicate that a squad encounter is still waiting to spawn or be completed.

Once the squad has been defeated, you should be able to interact with another lantern normally.

Logging out and back in may also help in some cases, but completing the pending squad encounter is the best way to continue progressing and earn event keys.

The chaos on the streets was peak gameplay, it was pure fun. 90 minutes of this felt more rewarding than grinding Legendary missions for 8 hours. For those 2 days, the game actually felt alive and intense again. Replacing that chaotic, fun warzone with a tedious scavenger hunt for a few keys is a massive downgrade. If you enjoy running around for hours just to find one target, that's fine, but after 7 years and 5k hours, I want excitement, not a slow-paced chore.

It wasn’t an "exploit", it was a community milestone. We were literally donating those 3 million keys for an event goal. The high spawn rate was the engine that powered that community effort. The moment the 3 million mark was hit, they throttled it. Calling a planned community event mechanic an "exploit" just shows you don't even know what's happening in the game right now. They used the high intensity to make us farm for their global goal, then pulled the plug the second we finished their work. That's not a bug fix, that's just using the player base.

1 run of NBA takes 4 minutes. WIth current 3x xp event that's 5 levels with all directives
