anything that isn't a limited drop would be farmable via the boss floors in Summit; the exotic loot pool however is quite big, and the drop chance quite low so obviously need to target the specific weapon architype, or gear piece.

No exotic is "easy to get" unless it's a guaranteed drop. If you farm summit boss floors, then all available exotic ARs in that loot pool if targeting ARs, have a chance to drop. You can't just target farm a specific exotic, lol.

also, you should probably check if the targeted item actually drops via legendary bosses, and what the requirements are. Not every exotic is in the loot pool for Summit, not all gear pieces (eg DZ exclusive) and so on.

Imho it makes perfect sense for how the scaling in escal goes to give us access to stronger more desirable gear. Augments are great sure but getting an extra 7.5% WD is basically nothing at this point if you got unlucky enough to roll that over an actually useful stat. Nope. Quickstep is a seasonal event exclusive. Only way to get it outside of the seasonal events are the Huntsman bounties from (I believe) the halloween event. That or season end stretch goals.

Its for long term players give them something to do. You can’t use it in Raids, incursions or PvP & you dont even need it for heroic once you’ve got your expertise up to 20+ heroic is easy anyways.
