I never find hangover to be that useful - is there something I'm missing with it? even with an epic attack/special boon and 5 stacks it usually only does like ~120 damage/second which is nothing compared to just getting a powerful direct damage boon (poseidon/aphrodite/etc)

If you can get it on fast-firing attacks (Fists/Rail Attack) or on an attack that does a lot of hits at once, each doing low damage (Chaos Shield/Chiron Special) then it can be surprisingly effective

Personally I’d like to see a way to make the Hangover Stacks expire instantly, but unleash all of their damage at once in a burst similar to Arctic Blast, but that’d have to be a Legendary.
