the prerequisite for it is any chaos boon (you need for it to evolve first, i think), but after that, you just need a lot of luck. rerolls and rarity boosts help. set your mirror to god's legacy and get the cosmic egg keepsake, try to get the yarn/refreshing nectar going into chaos, etc.

There are no finite resources. Once you run out of titan blood from Heat levels, you can buy them from Charon’s shop in the Temple of Styx. The same goes for diamonds.
