i don't know about giving money, but you can easily create buildings for health, education etc that cost like 1, have a large radius and are build in 1 ingame day.

Transportation in this game confuses me, I've unlocked trains (I think), bus depots, underground metros, airports, all this stuff

Airports provide income, and everything else is just there to essentially fill the transport happiness requirement

The number next to the building name denotes the influence provided by the building. The buildings under the landmarks and awards are all vanilla. Landmarks costs diamonds to place (on mobile). The plugins in the image are only some plugins that provide cultural influence. You may be able to find many more on the plugin store.
