You can make some round or less square shapes in the launch pad, If you look a photo you will see that they have a hexagonal shape with paths in these areas, and maybe an airport runway next to the buildings below? You can get very creative or just let it be simple.

For the harbor piers, you want them right next to a water tile. Place one zone tile and leave two empty spaces between it and the next, because that one tile will cover it and the two on either side of it.

Oh I thought you had already made one and had a city and everything, well you can really do it however you like since there is nothing to limit you, it will depend on the region in general, if you want to do it with a lake, with bifurcation for some hydroelectric power plant, veins, etc.
