That's a tough one... influences just don't make sense on plugins. Sometimes you have stuff that's delightfully powerful like the pagoda with 200/300/300 on park/religion/culture, then you have something absolutely bonkers like a TTT commercial building that gives all emergency service, lotsa energy, sport, and like 1000 culture
