I dont think theres much resources out there to build sea ports to be honest. You could try searching but there arent any that i know of unfortunately

To make connections between levels for roads and railways you should after tapping the start point hit the go up button and then tap the end point, and a ramp will go up at the start of the segment

A staged rollout means that only a certain percentage of users will get the update at a time. Meaning that the update will come over a matter of days to everyone, rather than all at once. We have no of choosing who get's the update when, it's totally random. So for now you just have to wait.

I just build in a rough pattern, like for instance a low class housing district I'd just pick a set of 2x2 small house and do 1 2 3 4 1 2 1 3 4 1 2 3 1 and so on
For commercial I'd manually build some nice looking stuff at the front then just put down dense zoning behind it
