If you're going for detail, build what looks realistic.. Like say, a small apartment building with parking lots, that looks like something you'd see in the real world.

That doesn't answer the question, though..
Luxuries such as parks, churches, ect. Would effect any tier of building, but having every luxury would allow TTT level builds move in, as well as lower tier.

Here's a little tip:
Build your services closer to the center of the city.. these being Police, Fire, and medical services. Locating these buildings centrally can cover more Residential and Commercial buildings. If these services were built ob the outskirts, then the central buildings would be left uncovered.

For the love of me i cannot figure out how to show the option to turn off traffic light when building roads

This option shows for me before but it just like dissapears for some reason

And i remember that when you are about to build a road there is an option to not put lights beside the decoration option but there is nothing there
