Try clearing out your Steam screenshots folder, i.e copying it's contents to somewhere else on your computer? Steam starts acting weird with lots of screenshots in there
you can get there by going to the top-left of Steam > View > Screenshots, then click VRChat in the dropdown list, and click Show On Disk

The fix I found only applies for the Rift S by disabling Exclusive Mode for the headsets two Playback and two Recording devices in the windows sound control panel.

It for some reason keeps going back up to 100% when I want it at least at maybe 34% or 49%. For VRC you change the location of the Steam install, but your problem is probably the cache, which has to be changed through other settings (a VRChat JSON file)
Usually the reason you can't see other people is because one of you is running another version of VRChat (beta and non-beta, for instance), but that doesn't seem to be the case for you, Rose? You might want to send an email to the support team because it sounds weird

I just had a crasher in my Friend+ instance. He crashed the instance twice, from the logs I could tell there's probably no one who had one of them as friend
the crashers (i had 3) has a number starting from 765119 and searching for that returns a whole bunch of burners
so can crashers bypass friend checks now :/ The instance I was in was just a bunch of people I trust so it was pretty hard to imagine any of them are friends with a bot

While running the Quest standalone, i.e not linked to a computer, you'll be limited to seeing Quest-only content
you can link it to your computer (if it's VR-capable) with a link cable/long USB C data cable, or the Oculus Air Link/Virtual Desktop/ALVR

If it happens with every avatar then it's your tracking, not the avatars. I don't have an index so I can't help much, but it's most likely because you have the hip tracker turned to a specific side, so it doesn't properly gauge where your hips are
Another issue may be that some avatars do not properly support full body tracking, so you'll have to find avatars that do
