But im told theres some agreement that prevents hello games from doing what other devs do

But whenever WE built a wall (or other item), it would vanish seconds after we built it.

cyclotron is really good against shield, much like the laser

photon cannon is just a well rounded weapon overall but you should take what suits your playstyle best

in my case i take everything.

Photon cannon is a solid all-rounder, for max DPS it's a combo of Cybertron Bautista and Infra Knife

Encounters have a 3 hour and 5 warp cooldown, both conditions need to be met. Also you can make a restore point before warping, if your next warp is a freighter battle you can reload and start farming
