Given the depth of the faction and its underlying gameplay mechanics and stuff, it's very likely that the Swarm will remain and appear again in the big anniversary update alongside even deeper systems.

For example there appears to be functionality for the swarm to destroy space stations and freighters too, just unused by the expedition. Likely something that will be happening in an actual update update

Yes you can, you can either salvage parts on worlds and build it with the limited parts you salvaged or just turn on creative mode and have access to all the parts (personally what i do because i just cba)
