What you could do is try to find a wild base computer. They spawn with a lot of flat area around them but finding one can be a bit tricky

Alternatively you can build above the terrain without terraforming and then connect your build to the ground with foundations or just walls to make it look like a platform

strictly speaking portals are not locked behind quests

But the easiest way to get portal glyphs is to follow the main story line, Artemis Path

Starts with Awakenings quest, has an eclipse-like icon in the mission log

Another question, i had a quest that brought me to seemingly a disabled station with people that had seems to have rebeled and it gave me a fake paseport at the end, the mission was to use it to clean up my past but i didn't use it since i had nothing to clear, but it was illegal to own and i was spotted with it 2 hours after and the quest disepered did i miss something ?
