Thats a bit of a reductive way to look at it, the game is about almost anything and everything, really. Obviously exploration is a big part of it, but so is the base building, combat, trade, all that jazz. Its really at its core a sandbox experience

The thing about the settlements, though, is that with them having a real time clock system that requires constant babysitting, it takes the game from an experience that can be managed during an extended play session to one that needs to be monitored almost like a mobile game

If you’re talking about bases, that’s not a bug, you’re not supposed to build bases in settlements.
If you’re talking about settlement buildings, report it and hope it gets fixed soon, we don’t know anything about new updates until they’re released
