Having more Silos just increases the max amount of Hay you can store. They aren't assigned to any specific building.
So really it's just a matter of whether you want that capacity increase or not.

Every day each area has a chance to spawn forage on them. Some forage is area specific (like Leeks dont' spawn in town or cindersap forest)
Forage 'resets' on Sundays, so do your foraging trips on Friday or Saturday.
Some areas have a limit to how much forage can spawn. Only 7 forage can be spawned at a time on Cindersap/Town for example.
Some forage doesn't really 'count', like Spring Onions, and don't impact the limit, and might even reset daily.

It'll specifically say what they are used for depending on what it is. For instance, the fiber you can use to ||craft a scarecrow|| but you would also need other resources and get farming level 1 to get it.

Nautilus shells and Rainbow shells are kind of 'rare', but if you made sure to check before they reset and vanished on Sundays, you should be able to get a couple a week on average.
