It is safe to install vencord from anywhere it is officially provided on, that being https://vencord.dev & GitHub. So yes to answer your question. But I’d recommend not using the browser version of vencord if you can as it’s slow to get updates as google has to approve every one of them so if there’s a bug you’ll have to wait longer than necessary to receive the fix.

Client modifications are against Discord's Terms of Service.

However, Discord is pretty indifferent about them and there are no known cases of users getting banned for using client mods! So you should generally be fine as long as you don't use any plugins that implement abusive behaviour. But no worries, all inbuilt plugins are safe to use!

Regardless, if your account is very important to you and it getting disabled would be a disaster for you, you should probably not use any client mods (not exclusive to Vencord), just to be safe

Additionally, make sure not to post screenshots with Vencord in a server where you might get banned for it

you just open (for example) first link, find cool theme for yourself, click on its page, then clikc download, then you go to vencord offline themes settings, click "open theme folder", drag your theme's file (.css) in there, close file manager and then in vencord offline themes you just click to reload/recheck themes and now you can enable it

if its true set to false and save
then restart discord

if unable to find it, delete settings.json
this will remove all vencord settings if you didnt backup
