The red light on Seoul is there since launch iirc, it can be part of design (Aviation Obstruction Lighting) , but there's a Helipad EE on Seoul so it still can be EE related.
The red light on Skyway Stadium on the other hand is added in CNS world tour, so I don't think those two are connected c:

I think it’s unlikely that when Rob said “maybe there’s a way to activate the slot machines” (or words to that effect) he meant actually playing them - they can’t have the machines actually working in the Vegas map at all because of gambling rules. We should try to find that coin again though. Can we pinpoint the location?
