That spawn has been removed, there are 2 spawn down the hill that are the nearest to radio. It's due to the NPC being moved inside the building, the old spawn would put you right next to them in the window and they would just instantly shoot you.

aside from switching, you can just hit "Reset ping" and see what it shows you for other servers. If they all are above 200, they are unplayable. At 134 I was playing on US just fine. My EU one is 34 though which is like nothing

Ok, could be noob lobby. You get noob lobby before level 5 where only people under level 5 can join. If nobody is up at that time, which is quite possible at 8 in the morning, then you will solo queue.
Check your console though, see if it says "Switch to PvE" on it.
