Assuming you are on the latest version of GAMMA, try any one of these at a time (in no particular order) to see if it helps with stutters or microfreezes:

1. Bring your modlist back to default (type !default in #🤖bot-commands )
2. If you have a NVIDIA GPU, you can enable Triple Buffering, and set Low Latency Mode to Ultra in NVIDIA control panel
3. Open Anomaly Launcher via MO2 and tick Prefetch sounds
4. If you have a beefy GPU, use Anomaly (DX11) (no avx)
5. Activate the Turn this on if you stutter mod to alleviate stutters while losing some FPS
6. Consider looking at #╰⚡fps-optimisation for a performance boost, if that channel is locked go here to unlock: #⏩start-confirm
7. In game, go to Settings > Modded Exes > Optimization > Lua Garbage Collector and increase this bit by bit until microstutters/freezes stop. Default value is 300, people seem to find that 750-800 is the sweet spot, this will depend on your hardware

If you have an outfit, it comes with a patch that is from that faction, e.g. Duty Outfit has a duty patch. Mercenary outfit has a mercenary patch.
You can't put a non-duty patch on the Duty Outfit, etc..
So you can either: Take off the patch from the outfit, which makes you be seen by everyone as the faction you're playing as or
Put the patch on the outfit, which makes you start disguising, which makes you be seen by everyone as the faction you're wearing the patch of, until the disguise is broken or you take the patch/outfit off
