To identify if the stash is indeed bugged you can do this:

1. Disable Areas above the PDA Map to remove white circles around locations
2. Right Click the stash marker on your PDA Map
3. Select Set Waypoint
4. Right Click the waypoint you just added
5. Select Waypoint Settings
6. Enable Show waypoints marker on HUD
7. Press OK

That's kind of the point, in fact it's a nice QoL that you don't just stop dead, allows you to overencumber move around your base for instance. If you want higher stamina regen, what you really want is just higher encumbrance. Start working out
