And if they want to unban someone (maybe it was an accident, or a wrongful ban) the chatter will have to wait the entire follow time before they can chat again, forcing the streamer to either lower the follow time (which does the opposite of what they're trying to do) or just not ban people as often (also the opposite of what they're trying to do)
Follow time is only 10 minutes in some cases, but for other streamers it's days or months
Or it gets set to months temporarily during bot raids, preventing any "recently" banned viewers from chatting.

First you need to be a 7tv subscriber, once you're subscribed, you login to 7tv website and click on your pfp then select Change Avatar from the dropdown menu. Takes about 15 minutes to show on twitch once you've done this.
