Her position as magistrate is precarious, her sister has more political sway and wants to take over the area and raise taxes. The only logical way to prevent that would be to elevate the heir (Kenyatta)'s status by having her marry a fellow noble. Raised taxes would drive out the Daiya family, leaving the town without local food production, and imports might be expensive, driving more villagers out. It would become a ghost town

It's not Eshe's sister but Kenli's sister who she had a relationship with before marrying Kenli. And she still seems like having a thing for her, but status and societal expectations got in the way. I guess her "rivalry" is a coping mechanism to deal with the reality that she thought she would get a higher position by marrying Kenli but actually threw her chance for love AND status away by making that mistake.
I feel for her, but I feel more for Kenyatta who just wants to live her life as herself and not as the person her mother wants her to be.
