I bought the homestead blueprints she had and then just crafted each piece until I was able to learn the recipes I needed. each time you craft a new piece, it'll let you learn another recipe from that set

Yes that's normal, horses are ranch animals. Venerated horses can be ridden per other player reports.

No handler's license needed for Dawnspurs. You can select any young adult aged and up Dawnspur you have on your ranch to use as a mount

You should get it from following the main story questline. After finishing "Welcome to Palia" and "Learning the Ropes", make sure you keep gardening (and especially tilling) to find the Ancinet Thing, that will give you the Mysterious Object quest, then Ancient Battery which should eventually lead to the Like A Bird one.
