It depends on what bugs you're after, all bugs have time frames and zones they spawn in so if you're after a certain type then find where they spawn and drop one there, if not, then most anywhere really is fine.

You mostly craft them after buying the recipes. You can also fish for them, like the makeshift set and I think the Flotsam set. You can also get certain pieces at zeki's underground, after you unlocked it
