Hotfix's goal was to fix the Market's crashes. It surely required updating the logic of the servers (not the player side), but still required to shut down the game side while they update.
But turns out they didn't managed to get it to work correctly, so they have to test more.

People are allowed to be annoyed about the situation. People paid money for stuff they won't be able to use now. Just because the game is free doesn't mean this situation isn't frustrating or the situation with the skins isn't annoying. People paid real money for the skins so that's the main problem, of course. I didn't buy the skins but I've bought other stuff. I'd be frustrated if I couldn't use that stuff too
