What level do you mean? Skill level? There is no max level for skills, they go up to 9999, and you can always make money doing the skills and quite often make more as you level up. Is that what you're asking? I might be misunderstanding.

You will always get more guild tokens as you do your weekly achievements, and get tokens each time you level up too! So you can save them up until you have enough for what you want

Spend as much as you want

I don't believe so, you should be able to find all resources regardless of your levels--the only exception is that you may not be able to harvest them like the Palium rocks and Flow-infused trees since those require a Fine level upgrade of tool, etc.

I think the only red flowers in-game are the Heartdrop Lilies (and the supposed red tulips we can plant), but other than that, I wonder if "red" plants/flowers are simply rare, lore-wise.

Make sure you did the quest, if you don't go back and cook cream of mushroom soup the Gardener doesn't have the idea for the ||new type of seed|| so you won't get the flow seeds until that quest is completed

Idk, I just got the impression that subiras journey was a very long one and the villagers seem to talk about the sea whenever they mention the city

Also, it would make sense if you had to go through the elderwoods to get to the city, making it a dangerous journey.
Like maybe the elderwoods separates northern palia from southern palia like a belt across the land
