There is no free to earn. The idea is to have a low barrier to entry, the travel fee is to deal with bots. If it's free to earn then bots will ruin the economy. There are also no guarantees on ROI. Anyone guaranteeing an ROI is lying as it's impossible to predict. There is only guesswork and estimations.

$20-$50 per travel cycle (fuel to travel, cure shards, etc) have been thrown around but nothing finalised yet.

You can use T0 to battle T1s but my understanding is they'd need to be maxed level to stand a chance. So possible to grind your way up but you'd need to pay for some things like fuel to travel and cure shards. You may be able to sell maxed out T0s for money to fund that but it depends if there's demand and a market for those.
