Does a stage 3 run in OW give you better odds of finding an atlas with higher stats? Or is it a higher likelihood of finding higher tier and higher stage illuvials only?

Since Atlas is T1, you would be better off doing 9 stage 1 runs instead of 1 stage 3 run for the same fuel. You would no doubt run into many more Atlas that way and the more number of them you see, the more chance you have of finding one with good stats.

doubt the stats matter on stages, but no doubt you want to be in Abyssal Basin, i do believe the team you have plays a roll, or perhaps the anti weapon slotted, plays a role, just a hunch... but seems like when i put earth weapon in weapon slot, it triggers more water, hence more atlas spawn

The general idea is catch illuvials with RNG stats like pokemon and battle with them, the difference here being crypto and ownership and ability to buy/sell them. That mentality goes into Arena where you can use the illuvials you own (caught or paid for), or you can enter the non-leviathan Gauntlet 8 player autobattler where all stats are the same. They're also reworking a version of Leviathan called Ascendant, where you need to own the illuvials but the stats are all the same. So there are and will be more versions of the game that aren't p2w, or pay very little to have access to most characters to win lol

I think that's where mastery points come in playing Arena. You should be able to put more tier 0 (free) illuvials on the board and at a faster rate, and level them up faster during the battle. I think limiting the # of summons per turn breaks this and needs a rework, but they're working on a big balance patch now. Hopefully it makes T0's as viable as any other team strat.

You will be able to get any fuel source by using converters, as long as there is one of either the Hyperion, Solon or crypton. Then you will use that fuel to convert into the other 2, if that makes sense.
Will just take slightly longer to yield rather than from the direct fuel source
