The eDao only has the ability to not execute deleterious actions. I don't think it would be reasonable to consider anything done so far by the council as deleterious. I'm sure there will be varying opinions on things but that's the point of having a DAO.

its bc when u returned to sanctum mesa they go to you locker, u start fresh with each entering of the region, but the resources are still in the locker

u can withdraw illuvials from the locker and take them with you, dont really see a point to carry resources with y for the time being
