Yep, you got it. Long story short with special intel events, you have to spend to get all of the rewards but with the normal intel event (the one that’s currently going) you can save them and they will carry over each time.

As long as there are 5 people queued infront of you, you can advance to the next building.

It's a really handy feature if you have lots of people participating - you can also do the alternative, if you have 5 people queued in front of you, you can also retreat to your friendly territory, heal your troops (assuming no one is in battle there), and then head back to the queue you were in.
