Herb Isle can be a good place for a base, once you are ready, as you don't have to worry as much about walls and stuff agroing your tames. Once you get to water tames, you only have to wall of a bit underwater, and those should be safe from agro also.

Eventually, with enough resources, you can build a bridge from the island to the mainland.

And, if you have a raft, it is by far, the easiest/safest place to get metal.

Well changing the maximum difficulty requires the server to wipe the wild dinos so they can respawn at their higher levels unless you played with maximum difficulty from the start

yeah, i was confused when i read that for the Gorgon. I think the concept of a bloodhound is cool, but not sure how WC would balance it for PvP while keeping it interesting for PvE. Some of the abilities sound cool, but may not be easy to implement.
