Here is my working theory and I need some feedback:
Gorilla OS has two colors, Green and Blue. They make tech like the computer and the ATM in city. They owned the city but then Gorilla Corp came in and bought out Gorilla OS and redesigned city. They even started renting out the 2nd floor to Silverback Studios owned by Lemming (Or does lemming own Gorilla Corp?)

Every main tech besides economy related things are green (Gorilla OS' main color) and economy related things are blue (Gorilla OS' secondary color)

A router restart may be required. check any settings for Firewalls or Parental Internet Controls.

On PCVR
Completely remove or rename your Gorilla Tag folder, and reinstall, usually found here:
STEAM: C:\Program Files (x86)\Steam\steamapps\common\Gorilla Tag
META RIFT: C:\Program Files\Oculus

On Quest
First check your time setting are set to Auto and that the headset has the correct time.
If you can access ingame computer make sure the Troops tab is set to Default

Next step: Clearing the Appdata.
