I saw a player like that too. I think the shepherd system is very unfinished and not very good at marking who is a new player. I've seen it mark some new player but there are players that have cosmetics from previous seasons but appear as new. Also we don't know what the criteria for "new" is. So i won't trust the system much untill tgc gives us some info about it

If you had all seasonal hearts, you could get the mask for one heart, the pot for one and the bugle for two hearts easily so there’s even hearts left for the cape that most likely will be two hearts too.

If you don’t have enough hearts now after buying every seasonal heart, well, then I’m sorry for you but things are like that now

If anyone wants to know what the mysterious shepherd bar is, its a bar that measures something along the lines of playtime and amount of friends. (I’m not sure if there’s actually an algorithm for it or if it changes randomly).

When it’s not full, it’ll look like the first image. If it’s full it will look like the second image.

Now you may be wondering... what happens when the shepherd bar is full?
When the shepherd bar is full, there is only one difference that I’ve noticed. A heart icon will appear above the heads of new players. (see image three) This is because you are now a shepherd and are supposed to ‘guide them through the world of Sky’

When you press the heart button, it’ll function like a “light the person up” button. Once you’ve lit them up, the will be a small heart above their head (see image four)

That’s basically what the shepherd meter does. (If I’m wrong, somebody ping me with the right answer)
