No, the ultimate gifts from past seasons are not obtainable after that season has ended. TGC might make them available again in the future in some way, but we don't really have any details of when or how that would happen

The only items that are still available are some of the little bonus props from the Assembly guide which you can purchase after completing the various quests

I think Torch Scavenger Hunt is still considered okay (atleast it was for me), it's kind of easy to spot a player nearby, able & willing to help. But with Scavenger Hunts needing 3 or more players, is a big no-no for me too

Torch quest got a lot of pieces so I may forgot or didn't look out about the calls from the pieces.

You do not need to finish previous quests to do that as daily. Check at the quest location, the medi circle should be active for you.

Do be aware though, Sassy Drifter has come before as a TS 3 separate times, and the prices changed somewhat between the various times it has come.
