What feature does it have compared to past collab season capes, like with the Little Prince and Aurora capes?

The cape allows you to teleport to the Secret Garden with a golden tree and you can see the deer. However, everyone can access the area, though they cannot see the deer.
Compared to past collab capes, one huge difference is the accessibility as this area is not exclusive to cape havers.

You can try the functionality of the cape by putting on the cape in Aviary cape shop first if you're uncertain about your possible purchase

2. The collab entity has to want to redo the collaboration and it also costs them money.

If you mean the camera zooms away when you select a spirit, try doing it in aviary when it happens at old home and vice versa. It's a known issue for friend constellation and apparently affects realm constellation as well. Restart the game if both locations act up.

You can get seasonal candles from completing daily quests and collecting seasonal candles in the realms. By doing these two things you can get up to 5 seasonal candles per day.

Keep in mind that theres about 10 days left in the season. Meaning you can only get up to like 50 more candles in time before the season ends (60 if you've bought the pass). I hope thats enough for the outfit you wanted!

with the special cape (IAP radiance deer cape), yes otherwise you can only meet the deer in the quests by repeating them using the „hidden“ meditation circles in the oasis

The only way after the season ends is to return to the glade that unlocks after the final quest, while wearing the IAP cape. It won't appear if you don't have the cape.
