You don't need to finish tier 2 to get 100% if the constellation ascends 2 times, you only need to finish what's under the first Wing Buff. There must be some other lower tier things you're missing and since its at 97% you're probably only missing one thing.

(Yeah true, so I think since its 97% they only need the Survivor Cape)

I did the thing with the floating mask at the Aviary workshop where it messes up your camera, and then I went exploring. Highlights included:

1. U.F.O. (Unidentified Floating Object) out-of-bounds in the Wind Paths. It looks a bit like memory lanterns from the Vault stacked on shelves sans the shelves, but I had no way to get closer to examine them.
2. Joining a friend and seeing more OOB things, such as a pig-shaped asset under Butterfly Fields in the Daylight Prairie.
