Not necessarily, hunter kills enhances rider kills so fox does better a lot of times but that cuz your cat kills first. I tried that combo to test and performance of cat/ doberman was a lot better than fox/kangaroo

Panda is easy to get if you focus on the right tycoon event. They had one where u got a legendary panda for 20k n also for 12k dices for overall. That's how I got it initially. Also accumulate frags for cat n panda if you can.
